A draft plan has been completed for a so-called overlay district to guide future development in the Hillcrest neighborhood. It’s intended to preserve the existing “small-town” character of the area and discourage teardowns for construction of houses of incompatible size. The Hillcrest Residents Association will consider the plan at 6 p.m. tonight at Holy Souls parish hall. If it’s approved, it will go on to the city board for consideration.
