Fayetteville is talking about a law that could curb sprawl by allowing people with open land to sell “development rights” to more intensive uses of property elsewhere in a city and thus preserve the open space. A couple of the city’s sharp legislators have questions, but Doug Thompson’s story opens a potentially interesting issue.
