The Northwest Arkansas Times delves into a developer’s idea to raise the real estate transfer tax rather than impose an impact fee to pay for infrastructure cost of new development. From the developer’s point of view, you can see the attraction, of course. It produces less money, it’s not built into the price at which he sells a house and everybody in the city pays, not merely that part of the city that is causing the new demand on infrastructure. The Municipal League believes localities can raise this tax without additional state legislation, though there’s disagreement on the point.
