The 8th U.S. Circuit Court of Appeals is no liberal redoubt. But, it said yesterday, if the federal hate crime law provides significant penalties for people who, for example, conspire to burn crosses, they should be imposed when the law is violated. The court said an Arkansas judge had been too lenient in sentencing two men convicted in a Fouke case.
