Observers report that the controversial rezoning proposal for an apartment complex in North Little Rock’s Baring Cross neighborhood was pulled from consideration last night, but not before four people spoke against it. Many others planned to speak, but did not when it became known there’d be no vote. A further public hearing will be held at the next Council meeting.
Mayor Pat Hays said he’d oppose the proposal in its current form. He said he had concerns about a gated entrance and the impact on traffic on River Road and 7th and 8th Streets. Two aldermen said the developers needed to spend more time talking to the community. Questions were raised about the project’s benefits for a Tax Increment Finance District, which the project doesn’t need to be built.
