Timing. It’s important.

Here’s the Wall Street Journal with news that states are reporting a decline in gambling, from casinos to lotteries. The economy is a key factor of course. I suspect familiarity has built some of the resistance. States that are increasing revenue are doing it by expanding it — more games, cheaper plays, new forms, etc.

It might be to Arkansas’s benefit to enter the games in a down market. It could serve to dampen unrealistic hopes. Of course, Arkansas is bound to treat the money only as supplementary revenue, not as base support for higher education. The legislature will continue to make the same effort to support colleges and universities.  Right?
