An advisory group has recommended three potential new sources of highway taxes for more construction  — 1) taking hundreds of millions from schools, prisons and health care in a raid on general revenue; 2) an excise tax on fuel at the wholesale level; 3) indexing the fuel tax to inflation. You can forget the first one. Given the times, the next two will be hard sells in 2011 barring a substantial economic turnaround.
