John Brummett has offered some very useful background on the issue the Arkansas Republican Party is trying to make of a publicly reported transfer of money Mike Beebe made in 2006 from his campaign fund to the state Democratic Party.

Asa! raised a stink at the time. No specific rule seems to cover the transfer, which Brummett wrote at the time probably should have been avoided by Beebe. Interestingly enough, Asa! himself had made a functionally identical transfer to the state Republican Party of surplus FEDERAL campaign money. That was clearly allowed under federal rules. Asa!, in other words, thought the practice was fine, particularly if he could find a technicality to prevent Beebe from doing the same thing. Now, four years later, Keet and Co. hope to blow some life into this dead horse.
