* Mike Millar of Searcy and Charles Schlumberger of Little Rock were appointed to sit for Justices Paul Danielson and Jim Gunter, respectively, on a hot pending appeal by a hunting club fighting SWEPCO’s coal-burning power plant under construction in Hempstead County. Danielson and Gunter recused.

* Former Republican legislator Horace Hardwick of Bentonville and Florene Milligan of Forrest City were appointed to the Higher Education Coordinating Council.

* Kay Hinkle of Mountain View was reappointed to the University of Central Arkansas Board of Trustees.

* Mark Lamberth of Batesville was appointed to the state Racing Commission, succeeding Jerry Jackson.
