* LOOKING AHEAD TO 2014: I ran into Highway Commissioner John Burkhalter of Little Rock at Bill and Hillary Clinton National Airport yesterday. He was loading bags into his SUV after a long flight back from a business trip to China. Is the successful engineer and real estate developer really serious about contemplating a race for governor in 2014? And, if so, why in the world? We didn’t talk long, but there’s no doubt he’s serious about the idea. Ever since his dad pressed him to do the work necessary to become an Eagle Scout, Burkhalter said, he’s had a commitment to public service. More on this later. He commented it’s a shame his original plan for a new office building across from the Capitol was set back by height limitations in the neighborhood. He said the architectural plan — in combination with some of the raw materials he finds in China for other projects — would have made a stunning building.
