Attorney General Leslie Rutledge has approved the form of another try at legalizing retail alcohol sales in all 75 Arkansas counties.
A drive made the ballot in 2014, but was defeated, 57-42. David Couch, a Little Rock attorney who led the 2014 effort, which had support from convenience and grocery stores but mounted little of an an ad campaign, submitted the new proposal.
The proposal is the same as before. The opposition will be the same as before if petitions are successfully gathered — it takes away local control. That fight was largely mounted by liquor dealers attempting to preserve regional monopolies in counties with populous dry neighbors. One of those dry counties fell in local option voting, Saline.
