The Pulaski County Election Commission has issued a for Little Rock’s July 14 special election on the refinancing of a $37 million library bond issue. Central Arkansas Library System’s proposal would lower the property tax millage from 1 mill to .9 but would extend the repayment period by four years, to 2032. About $17 million in principal is outstanding.
By refinancing, the library would save some $15 million that would be used to finance additions to the Dee Brown, the John Gould Fletcher and Roosevelt Thompson Library branches, pay for upgrades to the Main Library and the Sue Cowan Williams branch, and purchase computers and books.
