Randel Branscum, 56, former chief deputy and Stone County Jail administrator in Mountain View, pleaded guilty Wednesday to a civil rights violation in instructing two inmates to beat a prisoner.

One of the inmates, Matthew McConniel, also pleaded guilty yesterday to the same charge, a Justice Department release said. The other inmate James Beckham, also had pleaded guilty, the release said.

Branscum admitted forcing the victim into a cell for a beating by Beckham and McConniel, who received tobacco from Branscum after the beating.

The release said Branscum will be sentenced later, but is expected to receive a 12-month sentence.
