A statement from Robert Coon, consultant to a group working to put a constitutional amendment on the ballot in November that would allow the backers to control three legal casinos — in Boone, Washington and Miller Counties. The form of the amendment was turned down earlier by Attorney General Leslie Rutledge.

Arkansas Wins in 2016 has resubmitted our proposed Constitutional Amendment to authorize casino gaming in Arkansas to the Attorney General’s office for approval. The Committee has provided clarification to all of the issues identified by the Attorney General, specifically confirming that all licensees authorized under the Amendment would be subject to the laws and regulations of the State of Arkansas. The revised submission also includes new language requiring each casino authorized by the Amendment to pay an annual net casino gaming receipts tax to the county (0.5%) and city (1.5%) in which the casino is located. We believe that passage of this Amendment will be a catalyst for economic development, job creation, tourism, and increased tax revenues for the state, cities, and counties and look forward to receiving the Attorney General’s certification.
