Wayne Dowd, a Texarkana lawyer who was a long-time power in the Arkansas Senate, where he served from 1978 through 2000, died this morning in Hot Springs. He was 74. He was in Hot Springs for the annual meeting of the Arkansas Bar Association, where he was to be honored for 50 years of legal service. Texarkana Funeral Home will be handling arrangements.
A Democrat, Dowd was a chair of the Judiciary Committee. His work included significant contributions to reworking the state’s juvenile code.
