The Garland County prosecutor has decided not to pursue a criminal charge against Norma Toussaint, 70, had been charged Monday with domestic battery for hitting her 12-year-old granddaughter with a switch.
The child, who’s in the care of Toussaint, said her grandmother was angered because she had not thrown her food away as directed and hit her on the arm with a switch taken from a bush in the yard. Officers said the girl had visible welts, but no broken skin on her arm.
