Garner: SB 550 — mass picketing
One, if mass picketing hinders or stops someone going into work
Blocking streets or roads, preventing average Arkansans
Third, happening at someone’s personal residence or home … block driveway …

Attack on the first amendment, and that couldn’t be the fiurthest thing from the truth
Distinct line between free speech and action … would do nothing to hinder the right to free speech or the right to assemble
Will not stop people from protesting. Will not stop people from picketing.
Won’t even prevent you from protesting
Think there’s a clear distinction …

Bond: Don’t we already have laws on the books that controls … restricting transportation … trespass …
Garner: This is a new area with more and more issues arising … clear toolset for both our police officers and our prosecutors for when people are doing this …
We want to unrestrict all carrying of weapons but restrict people’s right to protest … Sen. Bond, fi you don’t support this bill …

Bond: I think we have laws that cover this (and my wife would be in favor of you blocking me coming home)

Rosenzweig: There’s something vague … assembly of persons. How many are you talking about here? Two … doesn’t really qualify as mass picketing
Think it needs to be clarified how many people we are talking about before we’re talking about mass picketing …

Stubblefield: Tiennaman square

Coon: Chamber … this gives an employer the right to ask a judge to issue an injunction to stop … This law is content-neutral …. law can be applied across any type of content … does not restrict any content or any circumstance … existing laws like this in [many other states] … Even the ACLU has a street about your rights on demonstrations and protests … ‘picketing must be done in an orderly non disruptive …’ … not more restrictions on protesting

Bruce Hill: NLRB … I don’t think this bill really adds anything other than another brick to throw at a union … or group of employees other than a union
