Grover Evans, the first black elected to the Jonesboro City Council, a former state official and a
KAIT has a full obituary on Evans, who was partially paralyzed in an auto accident in 1977. He would later serve six terms on the Jonesboro Council and set numerous records as a swimmer, competing in Paralympics in 2004 and 2008. He’d worked recently in Little Rock as a swim coach.
