Some small government Republicans think more government regulation is necessary in one emerging business — electric scooters.

Reps. Aaron Pilkington and Grant Hodges and Sen. Breanne Davis are sponsors of a bill to provide for regulation of many aspects of scooter and rental scooter operations. It would restrict users to those 16 and over and limit speed to 15 mph. It would allow use on streets and highways (currently prohibited in Little Rock.) Riders would not be required to wear helmets, because ….. Arkansas. It sets insurance requirements for scooter rental companies.


The law would, unlike some other state legislation, allow some local regulation. This could include a requirement to share data on use, though this information would be exempt from the Freedom of Information Act.
