A Senate committee this morning killed HB 1893 by Rep. Jana Della Rosa to require more timely reporting by independent expenditure committees that advocate for or against election of candidates.

The bill failed on a roll call vote with Sens. Bob Ballinger and Trent Garner leading the opposition. Garner said it chilled free speech. Ballinger said he opposed more controls on private citizens.

Della Rosa said she was “irritated” that she wasn’t being told who was against the bill. “Come get your rear end down here and talk like everyone else.”

She said the independent expenditure committees function in the dark now, with reporting requirements that don’t reveal backers until after election campaigns. Her bill would have made their required reporting on contributions and expenditures follow those of the candidates.
