JUDGE MORGAN "CHIP": WELCH: Outpaces rival in recent money-raising period.

One candidate is in the race for Position 4 on the Arkansas Supreme Court, currently held by Justice Jo Hart. Circuit Judge Morgan “Chip” Welch filed for the seat.

Hart is expected to retire, though she has not yet confirmed that because, at 75, she’d have to forfeit retirement benefits if elected again. Barbara Webb, a Benton lawyer, political appointee of Republican Gov. Asa Hutchinson at the Workers Compensation Commission and wife of Arkansas Republican Party Chair Doyle Webb, has said she’ll be a candidate, which likely will unleash a flood of dark money in support of her candidacy, as is typical with candidates closely identified with the Republican Party.


Judicial races are non-partisan, but Doyle Webb and the Republican Party have been making a push to elect Republicans to the bench. Welch, a veteran lawyer in his second term on the bench, has said he’ll campaign on the idea of an independent judiciary.
