In a Sept. 29 memo to the mayor and the board of directors, City Manager Bruce Moore wrote that the goal of reapportionment is to stay within 5% of an even division of the city’s population — 27,646 in each ward. Moore said the proposal below meets that standard, while attempting to not “split neighborhood associations with defined boundaries.”
